What "best" actually means here
There is no single best reading tool for every student, because the job varies. A student annotating a novel needs something different from a student trying to get a 40-page PDF packet into a study deck. Before picking a tool, it helps to name the actual bottleneck: is it reading speed, is it getting text out of paper and into digital notes, or is it retention once the material is in front of you?
Most students end up using two or three tools together rather than one do-everything app. That is normal and not a sign you have not found the right product yet.
Phone scanning apps
A phone camera plus a scanning or OCR app is the default choice for most people, mainly because everyone already has a phone. These apps photograph a page, straighten and crop it, and can run optical character recognition to turn the image into selectable, searchable text. They work well for worksheets, handouts, and short readings.
The tradeoff is friction: propping a book open, angling the phone, waiting for the shot to process, and doing this page by page for a long chapter gets tedious fast. Lighting and glossy paper can also throw off OCR accuracy.
Pen scanners
A pen scanner is a handheld device you drag across a line of text; it captures the text and can read it aloud, save it as digital text, or send it to a connected app. Because the book stays flat and open, it is faster than photographing a page when you only need a sentence, a definition, or a short passage rather than a whole chapter.
Pen scanners are especially useful for students who want to hear a passage read aloud while following along, or who are pulling isolated quotes and vocabulary into notes without capturing an entire page image.
Flatbed and document scanners
For digitizing entire chapters, packets, or a full textbook, a flatbed or sheet-fed scanner (including the multifunction printer many households already own) is more efficient than any handheld method. It produces clean, uniform page images in bulk, which then feed into an OCR tool to become searchable PDFs.
The catch is access and setup time — not every student has one at home, and scanning a 300-page book still takes real time even at a scanner's pace.
Note-taking and organization apps
Once text is digitized, it needs somewhere to live that you will actually revisit. Note apps that accept both typed text and images, support tagging or notebooks by course, and sync across devices are what turn scattered scans into a usable study resource. Search is the feature that matters most here — being able to find "that one paragraph about mitosis" across a semester of notes is the whole point of digitizing in the first place.

How to choose without overbuying
Start with the free or already-owned option: your phone's built-in scanning feature and a note app you already use. Add a dedicated device like a pen scanner only if you find yourself needing to capture text from open books regularly, or if reading text aloud helps your comprehension and you want that without juggling a phone camera and a separate text-to-speech app.
